The primary purpose of this position is: To serve as a 453 EWS program analyst, applying cross-discipline knowledge and experience in program planning, science and technology, intelligence, acquisition, and operations to work uniquely challenging Electronic Warfare (EW) issues.

Duties

DUTY 1: Analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in AF tasked programs. DUTY 2: Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. DUTY 3: Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. DUTY 4: Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and kill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. The incumbent must have skill in applying analytical and evaluative methods and techniques to issues or studies concerning Program Objective Memoranda (POM) US DoD Planning, Programming and Budgeting System in programs such as Threat Change Analysis, Electronic Warfare Threat Modeling, Distributed Mission Operations and Operational Reconnaissance. The incumbent must have skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs for conducting major operations such as war, mobilization, rescue, deployment, foreign military sales, acquisition, weapon system/training device upgrade/modification, PPBS, special operations, or similar operations. The incumbent will need to understand the principles and relationships between each of the programs, how they inter-relate and work to identify which pieces of the different programs will work within the other program which may require a change in operational procedures. The incumbent must have knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of squadron operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, foreign military sales, acquisition, weapon system/training device upgrade/modification, special operations, rescue, or similar operations. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of squadron operations. Knowledge of security practices for ensuring the safeguarding of classified information. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. The employee routinely visits or performs duties at other sites such as contractor facilities, other agency installations, test facilities, etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
