The primary purpose of this position is to serve as the Communications Support Specialist in the Division of Information Services, HQ Air Force Office of Special Investigations. To provide information, technical advice & assistance to all Department of Defense components, other federal, state & local agencies, & to AFOSI field units worldwide on a variety of assignments
Duties
This is a developmental position with known promotion potential to the target position of Architect, GS-0301-11. Incumbent works closely with supervisor in performing duties at full performance of the targeted position. When the supervisor determines the full proficiency has been acquired, and time in grade has been met, the candidate will be promoted without further competition.

Contributes to providing guidance and information to all command levels and national agencies
Duties for GS-09/11
Manages the administrative processing of requests for information from AFOSI investigative files
Performs a variety of administrative clerical functions in support of the Agency Release program.

Requirements

- Position is designated, as Critical Sensitive and incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI)
- SSBI (Single Scope Background Investigation) and Counterintelligence Polygraph is required. A non-disclosure agreement must be signed
- This is a drug testing designated position. The incumbent is subject to random testing for drug use
- The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s)
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-09 SPECIALIZED EXPRIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes basic of knowledge of pertinent laws, provisions of the Privacy Act, and all DOD, USAF, and AFOSI directives and policy letters regarding the release of information from AFOSI investigative reports to both DOD and non-DOD agencies.

EDUCATION: Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements are at least 100%. NOTE: You must submit a copy of your transcripts.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of pertinent laws, provisions of the Privacy Act, and all DOD, USAF, and AFOSI directives and policy letters regarding the release of information from AFOSI investigative reports to both DOD and non-DOD agencies

EDUCATION: Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements are at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies to administering an Information Release for a federal agency including (but not limited to): providing information, technical advice and assistance to all Department of Defense (DOD) components, other federal, state and local agencies, and to AFOSI field units worldwide on a wide variety of assignments; responding to and advising law enforcement agencies on information requests; and responding to all other agency requests for information as appropriate.
Knowledge of AFOSI mission, organizations, investigative methods; and guidelines regarding information disclosure and protected information associated with AFOSI.
Ability to analyze, plan, and adjust suspense priorities to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
Knowledge of electronic information technologies as applied to information release including law enforcement and counterintelligence case management systems, databases and SharePoint
Knowledge of various office automation software programs, tools and techniques to support office administrative
operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
