You will serve as the Key Management Infrastructure (KMI) Primary Alternate Manager in the Administration Department (Code 02) of the Commander, Strategic Communications Wing One (CSCW-1), Tinker AFB, Oklahoma.
Duties
You will manage the Key Management Infrastructure (KMI) and identify Communications Security (COMSEC) requirements based upon type of communications systems installed, type of operations and higher authority directives.
You will manage the Navy's largest KMI account comprising more than 12,500 software/hardware items.
You will maintain special COMSEC in support of Chief of Naval Operations (CNO) special project operations consisting of short notice ground deployment teams.
You will supervise the issuance of COMSEC material on local custody to authorized persons, providing them with specific written instructions regarding proper storage, handling requirements, local destruction and accounting procedures.
You will monitor the inventory of COMSEC material at the watch stations to ensure compliance with required internal accountability safeguards.
You will conduct semi-annual inventories of command COMSEC holdings.
You will submit reports of suspected physical compromise, loss, unauthorized destruction or findings of COMSEC material/equipment to the Commodore.
You will prepare the command's Emergency Action Plan (EAP) for all COMSEC material/cryptographic equipment located within the account.
You will conduct required drills of the EAP, providing training and guidance to all communications user personnel.
You will authorize and direct the issue of COMSEC material and/or equipment to assigned units and ensure the issuance of follow-on replacement COMSEC material to deployed units.
You will analyze COMSEC allowance requirements for Local Elements and tenant commands based on deployment schedules, types of operations and geographic areas of deployment.
You will investigate reports of suspected physical compromise, loss, unauthorized destruction or finding of COMSEC material/equipment to determine problem areas impacting on national security interests.
You will consult with and advise the Commodore in the development, formulation, installation and management of all technical and administrative policy and systems related to COMSEC in support of fleet Strategic Communications.
You will serve as chief advisor to squadron commanders for COMSEC material, including operational/technical and managerial guidance for all COMSEC material and equipment on fleet aircraft.
You will supervise the installation, testing, analysis and evaluation of newly implemented and existing Navy/DoD COMSEC equipment or related devices, KMI devices, COMSEC Accounting and Reporting System and electronic key distribution subsystems.
You will manage and supervise procurement, distribution, repair and use of Secure Telephone Equipment (STE)/KSV-21 cards, SECTERA Wireline Terminal (SWT) and IRIDIUM Secure Module (ISM).

- You will be required to obtain and maintain a current valid United States driver’s license.
- This is a Cyberspace Workforce position, work role code 411 (Technical Support Specialist), proficiency level Intermediate. You will be required to obtain and maintain qualifications in DoD and Department of Navy Cyber Workforce policies.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of information security principles to safeguard an organization's Communications Security (COMSEC) materials.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
