As a Program Analyst at the GS-0343-13, you will be part of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will be responsible for advising on, developing new, or improving existing Workforce Flexibilities processes, initiatives, programmatic output and management tools; to include but is not limited to; the annual Telework Data report, Telework.gov, answering questions regarding Telework and Remote Work data reporting.

Duties

Works with project teams to conduct analysis and review of programs, projects, pilots, systems, and operations. Collects, analyzes, and interprets government-wide data. Creates interactive reports and dashboards using business intelligence tools and statistical software to make large and complex datasets more understandable, accessible, and usable. Designs studies, including formulating research, evaluation, or analysis questions, project objectives, hypotheses, data collection and measurement (qualitative and quantitative) strategies, and rigorous approaches for testing hypotheses. Uses analytic techniques, such as inferential statistical tests and mathematical modeling, to study questions related to program goals and objectives. Applies a broad knowledge of business management, data management, and analysis processes in order to prepare reports on programs and trends across government.

Qualifications

For the GS 13: You must have One year of specialized experience equivalent in difficulty to the GS-13 in federal service performing duties related to evaluating a federal agency's hiring programs. This experience must be comparable in scope and responsibility to the GS-13 grade level in the Federal service, obtained in either the private or public sector. (Note: Your resume must fully support this experience) This experience must have included the following activities: Developing solutions to management problems and future challenges for which established policies and protocols are not available; Assisting with the development and implementation of process and procedural changes; Analyzing information obtained from various sources to prepare presentations, reports, and briefing documents; and Identifying data required for use in the management and direction of programs;. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
