This position is in Office of the Provost, Professional Development Division (FSI/OP/PD). The Office of the Provost (OP) is responsible for providing broad training and educational leadership in the strategy, policy and practice of learning design and development, evaluation and analytics, educational technology and innovation, and professional development for FSI faculty and staff related to adult education. The OP also develops internal FSI DEIA training policies.

Duties

Oversee FSI-wide policies and processes for instructional staff. Supervise training staff development opportunities and provide feedback on instructor performance, especially during onboarding. Provide expert advice to the Vice Provost and Provost Officer on training staff development issues. Utilize resources for training enhancement and respond to inquiries from FSI leadership and other entities. Apply management principles to plan learning initiatives, manage budget requirements, and handle unforeseen budget execution needs related to personnel and technology. Oversee contracts, serve as GTM for contract employees, review contractor needs, assess contract performance, and make decisions on contractor retention. Approve invoice payments. Supervise a team of professionals who design and develop learning content. Provide guidance to staff and ensure diversity, equity, inclusion, and accessibility in decision-making.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  Applicants must meet ONE of the required basic entry qualification requirements described below: BASIC REQUIREMENTS: A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position; OR B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Note: All applicants WILL BE required to submit transcripts as verification of educational requirement by the closing date of this announcement. You MUST (1) submit a copy of your college transcript(s) with your application, and if selected, an official college transcript(s) will be required to verify education prior to employment; (2) transcripts MUST be legible AND include your name, major, school name/location, course title/number, date completed, grade, and number of credits earned; (3) if your documents are on dark / color paper, you will need to Xerox them to lighten them up in order for us to read them. IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying experience must demonstrate the following: Experience directing and managing complex training and education programs, including the development and implementation of broad strategic organizational goals and objectives. Experience developing strategic plans and conducting policy analyses for complex training or education programs. Experience serving as an expert consultant to senior management officials on the management of complex training and education programs. Experience in resource management, budget, and contract administration for broad training and education programs. Experience implementing innovative solutions to enhance the learning outcomes of professional development programs or training. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-14 position.
