This position is in the Office of the Provost, Learning Design and Development Division (FSI/OP/LDD). The Division is responsible for providing broad training and educational leadership in the strategy, policy and practice of learning design and development, evaluation and analytics, educational technology and innovation, and professional development for FSI faculty and staff related to adult education. The OP also handles internal FSI DEIA training policy and learning resource development.

Duties

Supervises and directs FSI-wide learning strategies for the foreign affairs community in areas such as orientation, foreign language, leadership, and tradecraft training. Plans and directs all complex training and education programs and operations and applies comprehensive technical and managerial expertise in long-range and annual work planning activities. Serves as a consultant and advisor to the Provost Officer and technical counterparts in various FSI program offices on educational and technical matters related to the design, development and delivery of learning programs. Serves as expert in strategic planning and policy analysis. Formulates and prioritizes budget requirements, defends budget proposals. Performs the full range of supervisory duties necessary to successfully achieve the division’s goals. Ensures tenets of DEIA are integrated into decision making for all current and future learning design and development endeavors.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  Applicants must meet ONE of the required basic entry qualification requirements described below: BASIC REQUIREMENTS: A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position; OR B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Note: All applicants WILL BE required to submit transcripts as verification of educational requirement by the closing date of this announcement. You MUST (1) submit a copy of your college transcript(s) with your application, and if selected, an official college transcript(s) will be required to verify education prior to employment; (2) transcripts MUST be legible AND include your name, major, school name/location, course title/number, date completed, grade, and number of credits earned; (3) if your documents are on dark / color paper, you will need to Xerox them to lighten them up in order for us to read them. IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying experience must demonstrate the following: Experience in developing strategic planning, policy analyses, and initiatives around learning design and development. Experience in advising senior management officials on learning design issues or solutions. Experience in operational strategic planning and managing budget, procurement and resource-related activities across a learning design division. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-14 position.
