This position is in Office of the Provost, Evaluation and Analytics Division (FSI/OP/EA). The Division is responsible for providing broad training and educational leadership in the strategy, policy and practice of learning design and development, evaluation and analytics, educational technology and innovation, and professional development for FSI faculty and staff related to adult education. The OP also handles internal FSI DEIA training policy and learning resource development.
Duties
Supervises broad evaluation of FSI courses, assessing program effectiveness and impact on mission-critical strategic goals. Ensures alignment with FSI’s strategic objectives.
Develops FSI-wide policies for course evaluation and performance measurement. Engages with senior leadership across divisions to implement new policies and processes.
Serves as an expert consultant to the Provost Officer on educational matters related to the design, development, and delivery of learning programs.
Expert in strategic planning and policy analysis. Manages budget requirements, defends proposals, oversees contracts, and serves as Government Technical Monitor (GTM) for contract employees.
Performs supervisory duties to achieve division’s goals. Integrates DEIA tenets into decision-making for all current and future learning design and development endeavors.

Applicants must meet ONE of the required basic entry qualification requirements described below:
BASIC REQUIREMENTS:
A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position;
OR
B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service.
Qualifying experience must demonstrate the following:
Experience in leading or managing complex program evaluation and/or assessments in adult education.
Experience in analyzing evaluation and/or assessment data of complex training and education programs to implement or recommend solutions through strategic planning.
Experience in serving as an evaluation or assessment subject matter expert on adult education, providing consultation to senior management on the administration of training evaluation initiatives.
Experience in resource management, budgeting, or contract administration for training and education programs.
Experience in bolstering training and education programs, to focus on supporting learning design, educational technology, and professional development initiatives.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
