The School of Professional and Areas Studies (SPAS) trains foreign affairs professionals throughout their careers to advance U.S. interests and tackle the evolving challenges of 21st-century diplomacy by providing superior job-specific orientation, tradecraft, and area studies training. The Economic and Commercial Division teaches Foreign Service professionals the conceptual tools and current policy context that enables them to advance the US international economic agenda.
Duties
Directs, oversees, plans and carries out broad research and analysis efforts regarding the full range of existing senior-level commercial advocacy training programs.
Incumbent evaluates overall effectiveness of existing senior-level commercial advocacy training programs and determines how courses should be modified and structured to meet strategic goals and objectives.
Coordinates with professional Economic and Commercial Studies Division staff as well as senior training and education specialists in the Leadership & Management School to assess the state of existing senior-level commercial advocacy training programs
Prepares and provides assessment report, including executive summary and recommendations for modifications to the commercial advocacy training program, to be utilized by ECON and FSI leadership for design, development, and implementation.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Verification of employment eligibility in the United States is required.

BASIC REQUIREMENTS:
A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position;
OR
B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service.
Qualifying experience must demonstrate the following:
Experience determining appropriateness of existing training programs critical to small and medium-sized firms that lack subject matter expertise or an in-depth understanding of the local business climate.
Experience designing and delivering educational and training curriculum for a government organization of large international organization.
Experience designing and leading program and training needs assessments.
There is no substitute of education for specialized experience for the GS-15 position.
