This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Environmental Protection Specialist; managing and implementing environmental protection programs.

Duties

Assist/Prepare/Revise permit applications and permit compliance checklists for hazardous waste storage and treatment operations IAW Resource Conservation and Recovery Act (RCRA) regulations. Perform compliance assistance for the Clean Water Act and Clean Air Act (Title V) Permits. Assist/Manage hazardous and non-hazardous waste disposal operations and maintain documentation IAW RCRA permit Assist with the Environmental Restoration Program and other RCRA compliance Projects. Coordinate and prepare necessary funding documents for proper disposal of wastes generated from the depot operations. Assist with conducting training as required by the environmental permits. Coordinate and provide assistance with performing asbestos investigations and inspections in accordance with regulations. Assist with duties for compliance with the National Environmental Policy Act (NEPA) for depot projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • May be required to participate in Chemical Incident/Mishap Response and Assistance (CIMRA) situations and serve on teams dedicated to controlling CIMRA situations after being trained for the particular duty involved.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General Experience GS-05: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes working on assignments applying basic principles and concepts of environmental sciences for addressing soil, water, or air pollution matters. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. Specialized Experience GS-07: One year of specialized experience which includes: Provide assistance under guidance with performing duties for implementing environmental compliance projects in the areas of hazardous material tracking/hazardous waste handling and disposal operations in accordance with EPCRA and RCRA regulations. Assist staff personnel with performing tasks for various environmental permits and projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-05. OR Education: 1 full year of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science Degree. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-09: One year of specialized experience which includes: Implement environmental compliance projects in the areas of hazardous material/hazardous waste handling and disposal operations in accordance with EPCRA and RCRA regulations. Perform some environmental compliance management duties assisting with Clean Water Act (CWA) and Clean Air Act (CAA Title V) permits and environmental restoration projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-07. OR Education: 2 full years of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science Degree. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes: Manage, plan and implement environmental compliance projects in the areas of hazardous material/hazardous waste management and reporting in accordance with Emergency Planning and Community Right-to-Know Act (EPCRA) and Resource Conservation and Recovery Act (RCRA) regulations. Assist with other environmental management duties such as compliance with Clean Water Act (CWA) and Clean Air Act (CAA Title V) permits and environmental restoration projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service GS-09. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science Degree. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
