About the Position: Serves an Environmental Protection Specialist for managing, planning and implementing environmental protection programs in the areas of hazardous materials and hazardous waste tracking, disposition, and disposal for the Blue Grass Chemical Activity in Richmond, KY. Position may be filled as a temporary promotion NTE 2 years and cannot be made permanent. Temporary promotions may be extended up to a maximum of 5 years.

Duties

Reviews proposed project descriptions, standard operating procedures (SOPs), or other internal or externally prepared documents for adherence to general environmental provisions. Prepares EAs and EISs to adequately assess proposed actions, and prepares staff studies and off-post correspondence ultimate EA/EIS approval. Researches, recommends and coordinates disposition and disposal of hazardous and toxic materials or wastes. Prepares draft operational and pollution source permits; staffs for legal reviews; prepares draft compliance schedules when required; coordinates permit applications with regulatory agencies. Researches applicable technical references, and as directed, coordinates with government agencies as required to initiate pollution monitoring surveys.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a SECRET security clearance.
  • This position requires participation in the Chemical Incident or Mishap Response and Assistance (CIMRA) situations and serve on teams dedicated to controlling CIMRA situations after being trained for the particular duty involved.
  • This position is subject to the Unescorted Access Program (UAP) AR 190-59.
  • This position requires the incumbent to wear chemical protective clothing and respirators for personal protection.
  • This position requires a pre-employment physical and annual physical thereafter is required.
  • This is a temp position intended to last 2 years.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-09: One year of specialized experience which includes 1) Assists in the implementation of environmental protection programs in the areas of hazardous material and hazardous waste tracking, disposition, and disposal; 2) Collaborates with management with environmental programs; 3) Retrieves data to assist in the development of environmental reports and other documents pertaining to inspection findings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: environmental engineering, geology, environmental studies, environmental management, environmental restoration, natural resources management, hydrology, environmental remediation, environmental compliance, environmental science and sustainability, environmental policy, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes Managing, planning and implementing environmental protection programs in the areas of hazardous material and hazardous waste tracking, disposition, and disposal; Performs management oversight of the Water Resources and Air Quality Management Programs, Environmental Restoration and Resource Conservation and Recovery Act (RCRA) Programs; AND assists in the maintenance, requisitioning, and submission of expenditures in support of environmental compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education Substitution: I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited college or university. (Note: You must attach a copy of your transcripts). OR Combination of Education and Experience: I have some specialized experience as described in A, but less than one year; and I have more than two years of graduate level education, but less than three years of graduate-level education as described in B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semesters hours minus 36), then divided by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts). You will be evaluated on the basis of your level of competency in the following areas: Environmental Assessment and Data AnalysisEnvironmental Policy and Strategy DevelopmentHazardous MaterialsWritten Communication Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
