About the Position: Serves as the Qualified Recycling Program (QRP) coordinator. Incumbent is responsible for administering the operation, coordination, maintenance, and marketing of the program and must be knowledgeable in recycling commodities and their markets and QRP regulations.

Duties

Provide trend analysis, historical and statistical data of recyclable materials generated to determine the best avenues of recycling. Establish priorities based on general work schedules, materials collected, and the direction of higher-level supervisors. Prepare purchase requests, expenditure schedules, accruals, receiving reports, revenue projections, and business risk analyses. Develop new and unique methods for recovering materials throughout the installation and assists in the preparation and transport of recyclables. Serve as the primary point of contact and subject matter expert for the recycling program on Blue Grass Army Depot (BGAD). Keep records of all earned revenues from QRP sales and submits financial records to Resource Management for processing. Responsible for administering the operation, coordination, maintenance, and marketing of the program. Organize and direct program resources (i.e. recycle vendors),and evaluate program effectiveness. Perform inspections, budget controls, and program improvement studies. Oversee day to day operations of the QRP yard.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid government driver's license.
  • Must be able to obtain and maintain a Forklift license.
  • This position requires heavy lifting up to 50 pounds.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.
  • The incumbent will be required to use heavy, cumbersome, restrictive personal protective clothing or gear such as hardhats, gloves, safety glasses, safety shoes, and hearing protection during the work shift.
  • Occasional travel of up to 5% is required.

Specialized Experience: One year of specialized experience which includes 1)Examining, identifying, collecting, and removing recyclable materials.2)Analyzing, determining, and developing specific methods and procedures for each step in the recycling process based on regulatory needs and requirements 3)Preparing purchase requests, expenditure schedules, accruals, receiving reports, revenue projections, and business risk analyses and 4)Maintaining a knowledge of all applicable legislation and regulations in the area of recycling materials/waste management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Sciences. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Environmental Assessment and Data AnalysisEnvironmental Project and Program ManagementPlanning and EvaluatingStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
