This position is located in the National Finance Center, Government employees Services Division, Program Management Staff, Project Control Office, Section 1 in New Orleans, LA.
The primary responsibility of this position is supporting project-related activities including establishment of project controls and management of the division's portfolio of projects.
Duties
Establishes standards and procedures for all project related activities.
Manages the Project Review Team (PRT) and validates and submits all PRT documents for publication on the NFC website.
Establishes metrics for determining productivity, quality, and status reporting.
Identifies problems in meeting established project objectives.
Performs audit and accreditation activities.
Communicates analytical results, current project statuses, contractual events, and general information.at various levels of management.

Qualifications
To be eligible, applicants must meet one of the following requirements;
GS-9: At least one year of specialized experience equivalent to the GS-7 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties; Knowledge of computer terms and structure information retrievals; Perform statistical analyses, graphing, and reporting; Establish metrics for determining productivity, quality in status and project reporting; Proficient in word processing, spreadsheet and database software to prepare documents and to enter, revise, manipulate, sort, calculate, store and retrieve data.
GS-11: At least one year of specialized experience equivalent to the GS-9 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties; Establish standards and procedures for program operations; Manages and validates program memorandum, reports and charts; Organize improvement projects and perform reviews on productivity, quality, and status reporting; Skilled in word processing, spreadsheet and database software to evaluate, revise, manipulate, sort, calculate, store and retrieve data.

Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. GS-09: One year at the GS-07 is required to be eligible for the GS-09 Time-in-Grade requirements must be met by the closing date of the announcement.

Education
Qualifying Based on Education:
GS-09- 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.
GS-11- A Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree or LL.M, if related.
Combination of Education and Experience may be substituted for experience in the following:
GS-09: You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above the first 18 hours of graduate education is creditable towards meeting the requirement at the GS-09 grade level.) Transcripts are required at the time of application.
GS-11: You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above the first 36 hours of graduate education is creditable towards meeting the requirement at the GS-09 grade level.) Transcripts are required at the time of application.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
