The primary purpose of this position is to serve as Security Assistant, Defense Biometric Identification System Base Security Officer and Contractor Access Program coordinator assigned the 55th Security Forces Squadron Pass and Registration section.

Duties

Uses Defense Biometric Identification Data System (DBIDS) inputs and reports as Base Security Officer (BSO) to oversee Physical Access Control System (PACS) program usage and reliability. Provides oversight for Offutt AFB contractor/vendor access identification media program. Installation Restricted Area Badge (RAB) Issuing Official. Conducts National Crime Information Center (NCIC) criminal history background check reviews.

  • Must be able to obtain and maintain the appropriate security clearance.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Typing and computer operation is performed; however, a qualified typist is not required.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Security Clerical and Assistance Series 0086. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of a body of standardized security rules, regulations, and directives to perform a full range of standard personnel security assignments such as processing a variety of security actions, processing forms for various investigation requirements, reviewing reports of information/investigation on individuals to determine whether to establish Security Information Files, responding to routine inquiries about personnel security matters, and identifying mismatches and erroneous data on reports. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of official transcript OR COMBINATION OF EXPERIENCE AND EDUCATION: Have a combination of experience and education. NOTE: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of common and specialized security methods, rules, inspection management tools, regulations, and principles to provide technical work and assist security specialist, and security managers in the performance of a wide variety of interrelated security and law enforcement assignments. Knowledge of installation physical access control systems, security procedures, security forces/law enforcement data systems, and information required to issue badges, passes, vehicle registration, or other forms of installation and restricted area entry authorizations. Skill in researching, interpreting and applying appropriate Air Force, MAJCOM, DoD, DHS, local regulations, and ability to effectively train others to apply information to accomplish the mission. Ability to fluidly utilize Microsoft programs, and ability to learn a variety of advanced security software programs and information technology processes to maintain peek proficiency off access control components within a local area network. Ability to plan and organize work, follow instruction, and accomplish multiple ongoing projects with limited direct supervision. Ability to create effective professional working relationships with coworkers and customers contributing to a cooperative work environment, and to communicate effectively with a diverse group of individuals using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
