The primary purpose of this position is to provide security and overall management of VCC, all loading dock operations, and CDF for the HQ STRATCOM complex. Additional responsibilities include the operation of the commands Central Destruction Facility (CDF) located within the loading dock area.

Duties

Manages HQ USSTRATCOM loading dock operations. Manages the USSTRATCOM/J050 Customer Service and Visitor Control Center (VCC) desks. Operates the USSTRATCOM Central Destruction Facility (CDF).

  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • The employee must be able to obtain and maintain a TOP SECRET clearance as a condition of employment.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing.
  • Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/ physical agility tests, meet established hearing standards and discern colors, contrast, and depth.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of specialized security methods, rules, regulations, principles, and procedures to resolve a wide range of problems and perform a wide variety of interrelated or nonstandard security assignments; Knowledge of regulatory provisions to correctly respond to requests for personnel security guidance or assistance, identifying the nature of the issues involved and researching guidelines to identify the policies and procedures that apply to their solutions; Specific knowledge on the eQIP system and the OPM portal. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of common and specialized security methods, rules, regulations and principles to provide technical work and assist security specialists in the performance of a wide variety of interrelated security assignments. Ability to perform manual labor in the area of logistical operations while running of a standard loading dock operation, to include lifting heavy loads more than 50 pounds and operating and moving heavy equipment such as pallet jacks and industrial machinery. Knowledge of resource protection, information and physical security concepts, principles to plan and implement security programs in these areas. Current skill to fluidly utilize Microsoft programs and an ability to learn a variety of advanced security software used for critical access control and to maintain peek proficiency during software and version changes. Ability to plan and organize work, follow instruction and accomplish multiple ongoing projects with limited direct supervision. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
