About the Position: Serves as a Lead Program Analyst responsible for planning, directing, reviewing, managing, and controlling the program planning, execution, evaluation, and financial management functions of assigned programs for PEO Missiles & Space on Redstone Arsenal.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Weighs degree of urgency against schedules and funding to resolve conflicts between competitive requirements and resources.
Reviews policies, directives, regulations, orders, etc., received from higher echelons and assures their timely and consistent interpretation and implementation.
Translates cost and program estimate to objectives and budgets.
Coordinates and directs/develops financial and workload data, reviews unfinanced requirements and recommends the distribution of resources to ensure a balanced program.
Provides leadership and coordination to prepare and execute International Program funds within the PM STORM Financial Management Division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Must obtain and maintain a Secret security clearance,
- A one-year probationary period may be required.
- Financial Management Level 2 certification is required within 24 months of entry on duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Certification within 60 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes: 1) Identifying and consolidating mission requirements; 2) Creating, Managing, and finalizing the execution of various personnel actions from initial conception to execution; 3) Preparing documentation in support of budget processes; 4) Collaborating with external offices to support the organization in identifying and communicating requirements.
This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
