Duties

Serves as a doctrine developer for the Psychological Warfare School within the Psychological Operations Branch Proponent’s Doctrine Division. Researches and writes new, and generates responses to, requests for information, memoranda, white papers, fact sheets, information papers and military professional and commercial academic publication submission. Serves as a key member of the Technical Review Authority (TRA) team for the Joint Staff and USSOCOM for the revision of joint doctrine for MISO and other topics as assigned.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent must obtain and maintain a TOP SECRETSCI security clearance.
• Drug Test required.
• Temporary duty (TDY) away from home office (3-4 days per month average) with occasional duties in field environment, 10%.
• One-year probationary period may be required.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes the development of training or doctrine products for a military branch or a military occupational specialty or for an academic program. Served as a subject matter expert, action officer for all matters pertaining to the analysis, development, or revision of branch (or equivalent) literature, manuals, videos, tactics, techniques and procedures, and for new concepts, equipment and other initiatives that impact training and educating Service Members or adult students. Uses independent judgment, initiative, and innovation to analyze and incorporate external military branch or Center of Excellence doctrine, validated concepts, policy, instructions, regulations, requirement documents, validated lessons learned, or other formal documents into branch (or equivalent) doctrine or training literature and the development, staffing, or reviewing of current or draft Combined, Joint, Multi-Service, or Army doctrine (or academic literature). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
