You will serve as a SHIP SAFETY SPECIALIST in the Operations Department of PEARL HARBOR NSY AND IMF.

Duties

You will be responsible for the execution of the Ship Safety Program for nuclear and non-nuclear work and controls the ships conditions. You will apply communication skills, public speaking and moderate presentation experience. You will review the team’s service and products to maintain focus on providing value and to ensure that sub optimization is minimized. You will ensure that specific procedures are carried out as approved by the ship safety Council (SSC) or Fire Safety Council (FSC) as applicable, and that all prerequisite list requirements are met prior to proceeding with high-risk evolutions. You will serve as an advisor for the project in all ship safety and fire safety matters. You will ensure work operations conducted on his/her ship will not endanger the ship’s safety due to loss of stability or reserve buoyancy. You will ensure appropriate actions to prevent injury to personnel or damage or equipment. You will be responsible for actions in regard to control of ship conditions of all ship safety watch standards, ship security personnel, and contractors while they are on duty. You will apply knowledge of administrative requirements for maintaining ship conditions and system status related to ship safety, fire safety, and watertight integrity. You will ensure tag outs are conducted in accordance with required local and NAVSEA instructions. You will ensure all Fire Zone Boundaries; topside and escape hatches are operational and checked free for shutting within 3 minutes. You will prepare prerequisite lists for all high-risk evolutions aboard ship, and assists in the preparation of reports, Memorandums of Agreements (MOA). You will ensure fire/flooding drills are executed as required by local and NAVSEA requirements. You will apply knowledge of gas-free requirements applicable to Shipyard, contractor, and Ship’s Force personnel.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • Incumbent will be required to obtain and maintain a current RADCON qualification of "Q", "R", or "J".
  • Incumbent will be required to successfully complete a pre-appointment physical examination.
  • Incumbent will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). Incumbent will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Incumbent will be required to complete within twelve months of assignment a written examination for Ship Safety Superintendent and have knowledge of ship systems affecting watertight integrity.
  • Incumbent will be required to complete the "6010" Systems Course for Submarine Ship Safety Officer positions and other required training/qualifications as needed.
  • Incumbent will be assigned to work in areas where certain potentially harmful physical and chemical agents are present. Typical agents include, but are not limited to, fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc.
  • Incumbent will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Regular and recurring physical activity is required including walking, bending, crouching, stooping, prolonged standing, and climbing in the inspection of surface crafts and submarines in and out of drydocks.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing technical investigations to identify and resolve hazardous effects on ship safety and integrity to ensure compliance with governing safety requirements for an operational fire and safety program. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying investigative techniques to identify hazardous effects and provide recommendations on ship safety and integrity to ensure compliance with governing safety requirements for an operational fire and safety program. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11
Successful completion of a Ph.D. or equivalent doctoral degree;
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
or
