The primary purpose of this position is to serve as an intelligence officer providing foreign disclosure and all source intelligence analysis to United States Strategic Command's (USSTRATCOM) Joint Functional Component Command for Integrated Missile Defense (JFCC IMD) and its Joint Ballistic Missile Defense Training and Educational Center (JBTEC). ***Salary ranges includes local market supplements***

Duties

DUTY 1: Serves as the Deputy Foreign Disclosure Officer (FDO) for JFCC IMD. As the Deputy FDO, under the Senior FDO's jurisdiction, exercises independent judgement and provides direction and guidance to support foreign disclosure policies, procedures, and processes to meet JFCC IMD and USSTRATCOM objectives. DUTY 2: Serves as an Intelligence Specialist (All-Source Analysis) preparing descriptive, current, and complete intelligence reports as well as preparing, maintaining, and updating JFCC IMD collection requirements in support of JFCC IMD missions. DUTY 3: Provides policy and procedural guidance concerning the release of unclassified and classified military information to U.S. government components, foreign governments, organizations covered by international exchange agreements, and other organizations/entities. DUTY 4: Serves as a certified Intelligence Watch Officer in support of the JFCC IMD Operations Center. Monitors foreign threats involving missile launches to ensure proper allocation of Global Missile Defense Forces and assets to defend the United States (US), US Territories, and US Allies, including long-term monitoring of all world events in terms of missile launches during exercises, crisis operations, or other surge requirement.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of intelligence principles, concepts and methods. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of National Intelligence Community (IC), Joint and DOD intelligence structures, organization, and mission/functions, inter-relationships, and operations. 2. Knowledge of the development, coordination, and application of classified and unclassified foreign disclosure policies and regulations, practices, and processes, to include: national, DOD, DIA, USSTRATCOM, and USAF policies and directives. 3. Knowledge of intelligence doctrine; intelligence cycles; research and development, production, capabilities, and tactics, techniques and procedures of specified state and non-state actors ballistic & cruise missiles, as well as hypersonic glide vehicles; and role of intelligence capabilities in supporting integrated global missile defense plans and operations. 4. Knowledge of intelligence research and collection methods, techniques, and practices to capture data in order to make recommendations. Knowledge of analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources. 5. Skill in conducting unbiased research, identify appropriate available systems/data sources, and produce collection requirement assessments that answer specific tasks to link and leverage IC capabilities in support of consumers, customers, and clients. Skill and ability to plan, organize, coordinate, and work effectively across multiple levels of organizations and organizational boundaries as needed to accomplish required tasks. 6. Ability to communicate effectively with others both orally and in writing, writing clear and concise intelligence products, and delivering written and /or verbal presentations. Ability to maintain control of classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and making recommendations under conditions of urgency and pressure. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated critical-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. 2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty to attend training, conferences, or other work-related meetings. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with limited notice. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
