Duties
Plans, manages, and performs the independent testing, analysis, evaluation, and validation of new and changes to existing automated finance and travel systems.
Evaluates system-input procedures, outputs, and operations for efficiency, accuracy, and containment of internal controls.
Develops and coordinates test plans, test designs, and test scenarios sufficient to minimize the level of risk.
Prepares and/or coordinates system testing documentation required, to include test plans, test certifications and test analysis reports.
Recommends and implements change in testing procedures and software to enhance the efficiency and effectiveness of testing.
Reviews all test and evaluation checklists for completeness prior to release of software, and final preparation of the test analysis report.

FOR ENTRY AT THE GS-7 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Applying financial laws and principles to provide routine technical guidance to managers, employees and/or customers; gathering data from financial and travel systems; and researching financial policies to determine common financial issues.
FOR ENTRY AT THE GS-9 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Analyzing and evaluating reports and data from financial and travel systems to identify issues and discrepancies; and assisting with analyzing customer needs to determine system functional requirements.
FOR ENTRY AT THE GS-11 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Analyzing customer needs to determine system functional requirements; assisting with implementing system change requests and planning system testing; and providing input to developing and designing test plans.
FOR ENTRY AT THE GS-12 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Consulting customers to determine system functional requirements and implementing system change requests; Planning, managing, and performing system testing; Providing input for developing and designing test plans; and analyzing and evaluating test results to recommend and monitor corrective action.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.

Education
SUBSTITUTION OF EDUCATION FOR GS-07 SPECIALIZED EXPERIENCE: One full year of graduate level education or a bachelor's degree with Superior Academic Achievement (a grade point average of a 3.0 or higher on a 4.0 scale, class standing in the upper third of my graduating class or major subdivision, or membership in a national scholastic honor society) may be substituted to meet the specialized experience requirement.
SUBSTITUTION OF EDUCATION FOR GS-9 SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
