You will serve as a Financial Management Analyst in NAMEDRSCHU DAYTON W PATT AFB.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will formulate budget and cost estimates to support plans, programs and activities including presenting and defending budget estimates.
You will analyze and recommend cost and benefits of alternative methods of financial management of organization's programs and operations.
You will provide advice on effective and efficient methods for acquisition and use of funds to support the organization's programs and activities.
You will perform a variety of fiscal and accounting duties.
Requirements

- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Reviewing or evaluating financial data for budget formulation, cost estimates; and report financial obligations and expenditures.
Utilizing financial principles and practices, proficiency in using financial analysis software such as Excel or financial modeling tools, ability to interpret and apply relevant regulations or policies, strong analytical and problem-solving skills, and effective communication skills both orally and in writing.
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Overseeing, analyzing, or resolving problems with budgets; and reviewing or evaluating financial data for budget formulation.
Utilizing financial analysis techniques, budgeting processes, financial reporting, financial modeling, and data analysis.
Utilizing analytical and problem-solving skills, as well as the ability to interpret and apply financial regulations and policies.
Utilizing financial software like and tools such as spreadsheets, databases, financial management systems like SAP ERP and data visualization tools.
Utilizing Microsoft Excel, financial modeling software, and other relevant applications is often required. Ability to multi-task and prioritize.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11: Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher-level graduate education leading to a master's degree
OR
Possession of an LL.M. that is related to this position being filled.
