You will serve as a SUPERVISORY MANAGEMENT ANALYST in the DIRECTOR MARITIME HEADQUARTERS of COMMANDER US FLEET FORCES COMMAND.

Duties

You will work as an independent senior level member of the N1 Directorate. You will gather information from higher headquarters, other command elements, command senior management and other affected activities. You will identify critical human capital issues and goals for the organization. You will develop implementation plans that consider personnel, budget, manpower and other management requirements. You will provide recommendations and proposed plans to senior management. You will present formal and informal presentations pertaining to Human Capital issues. You will analyze mission, management objectives and organizational goals, projecting personnel needs and potential problems. You will provide advice and assistance to senior leadership regarding loss of skilled employees, recruitment and hire lag problems, expansion or decrease in mission. You will perform on-going studies and analysis to access position structure trends and curtail problems. You will recommend approval, modification, or disapproval of proposed position/organizational structures. You will work closely with the Fleet Human Resources Office (FLTHRO) and Office of Civilian Human Resources Operations Center staff. You will develop, analyze, evaluate, and advise on the effectiveness of all assigned program areas. You will provide human capital program advice and guidance to both Staff senior level managers (including SES and Flag level) and subordinate commands. You will work closely with the Executive Management Program Office (EPMO) and Assistant Secretary of the Navy for Manpower and Reserve Affairs (ASN(M/RA) staff on senior executive personnel matters.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS -13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with and expert knowledge of the Senior Executive Service (SES) regulations, policies, and procedures and related tools to provide guidance and assistance to SES members. Experience with and knowledge of classification theories, concepts, practices, laws, policies, regulations, and precedents. Experience applying a full range of position management principles, concepts, practices, and techniques sufficient to advise staff managers with insight in establishing organizational structures that are efficient, cost effective and support desired levels. Experience providing recommendations to management on organizational design and related position classification matters. Experience with civilian human capital management, to include policy development, recruitment, classification, workforce developing, workforce shaping, award/recognition and human resource information management systems. Experience communicating effectively to clearly articulate and promote ideas and issues before a wide range of audiences. Experience organizing, balancing, coordinating and monitoring tasks to ensure full support of the objectives, sequence and timing of key short and long-range program events and milestones. Experience with DoD/DoN/OPM regulations/guidance to provide advice and policy interpretation on complex, controversial or precedent setting human capital management issues (i.e. organizational structure, position management, performance management, compensation, recruitment, and position classification).
