Duties
Performs the full range of financial management analysis and regulatory research work by applying established financial analysis principles, concepts and practices to a wide variety of difficult problems.
Monitors performance measurement and financial management information indicators for assessing the operational health of the audit readiness of the organization and the accounts managed.
Develops, maintains, and monitors integrated reporting system(s) effecting programs with interrelated functions and operations and Communicates information to management for effective evaluation of financial operations.
Analyzes and evaluates financial management accounting systems (i.e. e-Biz), public laws, governing policies, guidelines, rules, regulations, and precedents in order to provide advisory services to management.
Conducts operational reviews for all assigned financial management functions. Ensures accuracy of data and detects inconsistencies in processing and management reports.
Serves as a financial management analyst involved in developing, analyzing, and evaluating a variety of financial management data, statistics and other information to aid management in allocating resources, and resolving financial management issues.
Duties will be developmental in nature when the position is filled below the full performance level.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-11 - At the GS-11 level specialized Experience is defined as performing a full range of financial management analysis and regulatory research work; applying established financial analysis principles, concepts, and practices to a wide variety of difficult problems; and gathering and analyzing data and identifying methods to improve agency business areas.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service.
GS-12 - At the GS-12 level specialized experience is defined as conducting financial reviews and completing projects that provide advisory services to management officials regarding complex programs; Providing financial advisory services for a major segment of a business line/product line budget; and analyzing and evaluating financial management accounting systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.

Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
