About the Position: Selected applicant will serve as the Deputy Project Lead for CBRND Enabling Biotechnologies located at Ft. Detrick, MD. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Duties

Responsibility for all aspects of acquisition including development, testing, system integration, production, fielding, sustainment, and product improvements. Maintain continuous liaison and monitor collaborative planning with all internal and external stakeholders to render advice and counsel on assigned management activities and ensure all programs meet cost, schedule, and performance goals. Review programming documents received from higher headquarters to determine effect on assigned programs and develop time-phased and budgeted programs designed to meet mission requirements. Oversee Program Objective Memorandum (POM) planning, cost estimating, program planning, budgeting, and program integration. Direct the development of life cycle documentation for assigned projects and funds. Performs the full range of administrative and technical supervisory duties for core and matrixed DoD civilians. Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to maintain/obtain a TS/SCI clearance.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification at the Advanced level within 48 months of entrance on duty.
  • This position is subject to a pre-employment drug screening, and random testing thereafter.
  • This position is supervisory. A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is a Critical Acquisition position. This position requires the selectee to sign a written tenure agreement to remain in the Federal service in this position for at least three (3) years.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-3/GS-13.
