About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as a Force Management/Manpower Management Analyst; manage military and civilian personnel, equipment requirements and the supporting documentation.
Duties
Responsible for staffing, analyzing, and executing force structure actions which impact Intelligence Center of Excellence (ICoE) positions.
Analyze, evaluate and recommend TDA manpower management improvement strategies based on DA Force/Manpower Management guidance and regulations.
Lead analyst for ICoE’s annual Command Plan (CPLAN) cycle to include coordinating, training, and documentation.
Conduct in depth, line by line, force management focused, analysis of the TDA looking for errors in MOS/POSCOs, Grade, security coding changes, duplication of effort, and other anomalies.
Finalize by staffing and documenting any identified changes during the CPLAN cycle or in an approved Out of Cycle (OOC) action.
Coordinate across HQ, ICoE and organization to develop Change Management Plans (CMPs) to support leadership’s strategies and initiatives.
State and recommend solutions to Chief, Force/Manpower Management Division regarding anticipated or existing problems in organizational structures and manpower requirements using Army directed Force Management organizational development knowledge.
Utilize force/manpower data management systems to analyze, implement, monitor, administer, and document force/manpower management actions.
Provide advice, guidance and assistance to management on civilian and military force/manpower organization structure and TDA documentation.
Write and staff, as needed, memorandums, EXSUMs, TASKORDs, briefing slides, and emails to / for senior leadership use /review.
Analyze manpower data from a wide variety of source materials, i.e., reports, automated systems, regulatory guidelines, TDAs, manning document, etc.
Review and analyze force management regulations and guidance. Review and track support agreements, MOU, MOA, 7600A between organizations. Process insourcing and AMO packets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
- Two year trial/probationary period may be required.

This position requires one year or more of specialized experience. Specialized experience is defined as performing a combination of all of the following: 1.) Reviewing, analyzing, documenting, and maintaining manpower and equipment management documentation. 2.) Utilizing Manpower Management regulations and guidance for the management of manpower documentation. 3.) Reviewing and staffing support agreements. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
