Duties
Serves as a seasoned accountant and project leader providing technical expertise and project management support to the SAA Reconciliation Initiative, while knowledgeable of all applicable accounting/auditing procedures and policy compliance.
Applies a variety of data analytic tools and techniques (e.g., SQL, Python, ACL, and Advana) to research and produce findings and recommendations from various data sets.
Analyzes, extracts, summarizes, and identifies significant trends and issues gained from data mining and advises other accountants on the most efficient processes to resolve account reconciliation situations/problems.
Creates, plans, schedules, and conducts project management of major scope and complexity.
Responsible for consulting and collaborating with SAA internal and external stakeholders to: define project scope; determine appropriate products/services; drive change/improvements; and achieve key milestones/deliverables.
Collaborates with accountants, audit liaisons, designated systems contractors, system analysts, and systems programmers in establishing alignment to strategic priorities.
Communicates information and status of project both written and orally to management. Discusses, explains, and presents analytical findings and data in support of recommendations to agency management officials.

- This position requires you to obtain and maintain a Basic level Certification under the Security Cooperation Workforce (SCW) Certification Program.
- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

Specialized experience is defined as: providing project management oversight and Professional accounting work experience in preparing, analyzing, interpreting and presenting accounting data; operating, maintaining, testing, designing, and modifying accounting systems; using accounting information to recommend solutions to management problems and structuring of organization programs; managing, operating, and analyzing accounting systems in connection with other business activities; designing, implementing, and assessing internal control processes and systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
