You will serve as a HUMAN RESOURCES SPECIALIST in the HUMAN RESOURCES DEPARTMENT of the NAVAL ACADEMY.
GS-09 Salary Range: $68,405-$88,926
GS-07 Salary Range: $55,924-$72,703
Duties
You will serve as an HR Specialist within the HRO to support and augment the work of senior HR Specialists who perform workforce relations, staffing and operations, and command advisory functions in a higher education environment.
You will prepare Requests for Personnel Actions (RPAs), coordinate approval and signatures, compile required documentation for type of action, and communicate status of RPA’s and/or recruitment actions with supervisors.
You will perform personnel action quality assurance by reviewing SF-S0s and case files for completeness and accuracy.
You will oversee the onboarding of faculty and staff, initiating the onboarding process, preparing guidance for incoming employees, advising on parking, IT access, security coordination, CAC, etc.
You will run suspense tracking reports and initiate actions for upcoming dates.
You will handle general inquiries from employees and managers, and support senior HR specialists with inquiries, taskers, etc.
You will create monthly manager and supervisor communications (e.g. DONCEAP), monitor membership of shared drives and trackers, and release benefits-related communications via email distribution lists.

Qualifications
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing personnel actions requests for federal employees; 2) Assisting with the administration of various human resource programs (i.e., telework, awards, training); and 3) Reviewing requests for information regarding human resources programs and issues, identifying the nature of the issues involved, and researching and identifying the general policies and procedures that apply to possible solutions.
GS-07
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing requests for personnel actions (i.e., hiring, promotions, reassignments); 2) Extracting date from human resources information systems and office applications to execute duties and prepare documents; and 3) Interpreting instructions, policies, and guidelines to advise supervisors/manager regarding human resource processes and procedures.

Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-07
1 full year of graduate level education
or
superior academic achievement
