You will serve as a HUMAN RESOURCES SPECIALIST in the HUMAN RESOURCES OFFICE at the U.S. NAVAL ACADEMY.

Duties

You will provide classification and position management advisory services in a college/university environment. You will advise on recruitment strategies (e.g. Merit, Delegated Examining, Direct Hire) and incentives; advertising, resume review, interview techniques, etc. You will advise management concerning appropriate solutions for workplace issues (employee and labor relations issues). Defers more complex matters to the ER/LR specialist. You will develop marketing strategies appropriate for non-competitive recruiting (e.g. recent college graduates, individuals with disabilities, Mil Spouse, Vets, Interchange eligible).

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing personnel actions to determine appropriate recruitment strategies for attracting a diverse workforce that will meet complex organizational requirements in a higher education setting; 2) Providing guidance, consultation, and assistance to managers, supervisors, and employees on a variety of human resources functional areas within a college/university environment; 3) interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of HR functions.
