You will serve as a HUMAN RESOURCES SPECIALIST in the HUMAN RESOURCES OFFICE at the U.S. NAVAL ACADEMY.
Duties
You will provide classification and position management advisory services in a college/university environment.
You will advise on recruitment strategies (e.g. Merit, Delegated Examining, Direct Hire) and incentives; advertising, resume review, interview techniques, etc.
You will advise management concerning appropriate solutions for workplace issues (employee and labor relations issues). Defers more complex matters to the ER/LR specialist.
You will develop marketing strategies appropriate for non-competitive recruiting (e.g. recent college graduates, individuals with disabilities, Mil Spouse, Vets, Interchange eligible).
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing personnel actions to determine appropriate recruitment strategies for attracting a diverse workforce that will meet complex organizational requirements in a higher education setting; 2) Providing guidance, consultation, and assistance to managers, supervisors, and employees on a variety of human resources functional areas within a college/university environment; 3) interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of HR functions.
