Duties
Assists the Senior Program Financial Manager, Associate Director (AD), and Deputy Associate Director (DAD) in overseeing the functions and operations of all HRS programs and policies, presenting impact analysis on all Federal agency reimbursable programs and guidance.
Prepares position papers on various programmatic policies and business-related functions, to develop strategy or positions, resolve systemic or procedural problems, and improve organizational performance and efficiency.
Maintains liaison with senior officials both within and outside HRS, serving as a contact point on assigned or delegated issues.
Coordinates audit/reviews and audit data collection and development of responses (e.g., survey, field work).
Serve in lead role to advise HRS program leaders on funds control, including planning, apportionment, allocations, analysis, and forecasting with responsibility for all programmatic review of assigned HRS programs.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
For the GS 14: You qualify for the GS-14 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all of the following duties:
Conducting in-depth analyses of project data, requirements, and impacts, identifying areas for improvement; AND
Providing leadership with final recommendations or guidance on organizational priorities and policies; AND
Coordinating with business partners and interagency offices to meet the mission objectives: AND
Analyzing data to improve management processes based on data-driven approaches.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
