Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities.

Duties

Applies experience and comprehensive technical knowledge applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: Serving as a Service Area focal point during Implementation Plan development and implementation for all F&E and OPS funded NAS programs; Serving as focal point for Headquarters program offices and IPMTs on implementation issues such as funding, waterfall schedules, NAS equipment ordering, key-site testing, etc.; Assigning all OPS and F&E projects to Service Center Groups and Engineering Services associated with the Implementation Plan.

• Selective Service Registration is required for males born after 12/31/1959.

• May be terminated at any time, extended, or made permanent without further competition.
• Security Requirement: Moderate Risk (5). This position requires completion and favorable adjudication of a background investigation prior to appointment, unless a waiver is obtained. Subject to a 5 year period reinvestigation.

Qualifications

Specialized ExperienceCandidates must have one year (52 weeks) of specialized experience equivalent to the (FV-I or FG/GS-13) level that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized experience includes:• Experience supporting an effort or project, which improves and/or integrates NAS systems in an EnRoute, Communications, Terminal or NAVAID Facility.
