Duties

As a PRIMARY PREVENTION SPECIALIST (PREV WF), GS-0101-11 you will: This position is located at the ANG Wing with/or without geographically separated units (GSU)/ ARNG Region located in a State that is divided into multiple regions (within the State) not servicing one specific BDE. This position serves as the implementer of the Integrated Primary Prevention (IPP) Program. Due to the specialty nature of these roles this position reports to the Joint Force Headquarter Primary Prevention Officer. The primary purpose of this position is to implement and support integrated prevention programs. It collaboratively identifies, implements, and assesses public health-informed and evidence-based prevention policy, practices, programs and processes. Supports healthy climate/culture to eliminate harassment, sexual violence, family violence and self-directed harm using a public health perspective and socio-ecological theoretical lens. This involves an integrated, multi-agency, and collaborative approach with other Wings/Regions, Joint Force Headquarters (JFHQ), and local programs with a nexus to integrated primary prevention (IPP) efforts.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.

  • The position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

  • Must be able to obtain and maintain the appropriate security clearance of the position.

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Knowledge, Skill, and Abilities (KSAs): - Knowledge of Primary Prevention efforts. - Knowledge of social-ecological systems theory. - Knowledge and experience in the organization, management, and administration of programs and services to participate in program planning. - Skill in development and maintenance of public understanding and sound working relationships with local and community agencies. - Skill in applying professional community organization abilities related to the formulation of needs assessments, development of prevention programs, and the marketing of programs. - Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services. - Knowledge of planning, conducting and evaluating Primary Prevention training programs. -Knowledge of the regulations, policies, and precedents that are used for developing the action plans to implement approved prevention strategies. -Knowledge of policies and requirements for the development and analysis of the Prevention Programs efforts in order to integrate effective prevention measures. - Knowledge of analytical techniques to identify, analyze and/or recommend solutions to problems encountered and to develop statistical data and narrative reports. Statement of Difference: Applicant(s) selected will be appointed as a GS-09 or GS-11 depending on his or her education, training and experience as noted above. If the individual is appointed at the GS-09, the supervisor, employee, and HRDS will initiate a training agreement. When the required training has been successfully completed, the employee may be promoted to GS-11 without further competition.
