This National Guard Title 5 Excepted Service position is for a SEXUAL ASSAULT PREVENTION & RESPONSE OFFICER, Position Description Number NG0069000 and is part of JFHQ. **Work location may be negotiable to a South Dakota National Guard facility in Rapid City or Sioux Falls.** One vacancy only.

Duties
As a SEXUAL ASSAULT PREVENTION & RESPONSE OFFICER, GS-0101-13 you will:
This position is located at the Joint Force Headquarters-State (JFHQ-ST), Office of The Adjutant General (TAG). The purpose of this position is to manage and maintain the Army (ARNG) and Air (ANG) National Guard Sexual Assault Prevention and Response Program for the State ensuring that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel.
Requirements
- Males born after 31 December 1959 must be registered for Selective Service.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
- Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
- Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
- Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
- May be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults.
- The position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Background checks against all records as required by law, OPM, DOD, Army, Air Force, NGB policy and regulation will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis.
- Requires successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Knowledge, Skill, and Abilities (KSAs):
-Knowledge in one or more of the social sciences; in psychology; in social work; in recreational activities; or in the administration of public welfare and insurance programs.
-Ability to advise on, administer, supervise, or perform research or other professional and scientific work in one or any combination of the social sciences when such work is not classifiable in other series of this occupational group.
-Knowledge of the principles and practices of social work in performing such work as providing direct services to individuals and families, teaching and conducting research in social work, and consulting with members of related professions on social work questions.
-Skill in providing assistance to individuals and families served by social welfare programs.
-Knowledge of theories, concepts, or practices in one or more social or behavioral science fields such as that used in the subject position to help clients and Wing leadership identify a variety of problems, concerns, and behavioral patterns that impact their individual situations as well as goals and plans to assist in making changes.
-Ability to assist individuals and families in identifying and understanding certain behaviors and how they relate to their issues/concerns, the work does not involve the extent of behavioral analysis, or the degree of counseling responsibilities.
-Ability to respond to increased mission requirements, frequent transitions, and extended deployments due to unforeseen and foreseen stresses placed on marriages, family, and children.
