This National Guard Title 5 Excepted Service position is for a SEXUAL ASSAULT PREVENTION & RESPONSE OFFICER, Position Description Number NG0069000 and is part of JFHQ. **Work location may be negotiable to a South Dakota National Guard facility in Rapid City or Sioux Falls.** One vacancy only.

Duties
As a SEXUAL ASSAULT PREVENTION & RESPONSE OFFICER, GS-0101-13 you will:
This position is located at the Joint Force Headquarters-State (JFHQ-ST), Office of The Adjutant General (TAG). The purpose of this position is to manage and maintain the Army (ARNG) and Air (ANG) National Guard Sexual Assault Prevention and Response Program for the State ensuring that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel.
Requirements
- Males born after 31 December 1959 must be registered for Selective Service.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
- Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
- Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
- Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
- May be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults.
- The position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Background checks against all records as required by law, OPM, DOD, Army, Air Force, NGB policy and regulation will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis.
- Requires successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Knowledge, Skill, and Abilities (KSAs):
Skill in consulting and coordinating duties that involved sexual assault prevention activities.
Knowledge of military organizations, mission impacts, military lifestyles, civilian resources, and traumatic situations that may contribute to individual and interpersonal stress, working environment problems, or crisis.
Skill in identifying employee developmental needs and providing or arranging for training (formal and on-the-job) to maintain and improve job performance.
Skill in explaining performance expectations to employees and providing regular feedback on strengths and weaknesses.
Skill in engaging with stakeholders to establish and implement a communication strategy at the State, expanding awareness and secondary prevention of sexual harassment, sexual assault, and intimate partner violence.
Reviews Sexual Assault policies and programs to identify barriers, if any, and advises The Adjutants General (TAG) relative to their impact on National Guard policy to overcome high-risk areas and potential offender behaviors.
Skill in exercising supervisory personnel management responsibilities.
Skill in providing counsel to employees regarding policies, procedures, and directives of management.
Skill in selecting or recommending selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
