You will serve as a TELECOMMUNICATIONS SPECIALIST (FCO) in the Operations Department, Facility Control Division, Administrators Branch of NAVAL COMP TELCOM AREA WESTPAC.
Duties
You will work with the Defense Information Systems Agency and Navy Command Circuit Actions Office within the Operations Department of U.S. Naval Computer and telecommunications Station, Guam.
You will be responsible for coordination/fault isolation and installation efforts of contract personnel, electronic installation personnel and commercial vendors as require.
You will process Telecommunication Service Orders (TSO), ensuring all orders are taken for action by coordinating, tracking, testing, and documenting circuits and their associated records.
You will conduct in-depth feasibility studies for planned telecommunications upgrades and installations as NCTS.
You will program multiplexers, modems, and other ancillary communication equipment, and describe/convey configuration requirements to other technicians with varying degree of competency.
Requirements

- MSP/PPP applicants must currently hold the required security clearance.
- This is a Cyberspace Workforce position, work role code Technician and Admin Support, proficiency level III the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:
Conducting telecommunications equipment systems installations and upgrades
Assisting with telecommunication requirements and circuit engineering to ensure efficient use of telecommunication assets, facilities, and equipment
Developing procedures, techniques, and operational parameters of advanced telecommunications systems equipment
Utilizing Telecommunication Service Orders to ensure the coordination, tracking, testing, and documenting circuits and associated records
This position is within the Work Category Technician and Admin Support at Work Level III, Series and Grade 0391-11.

Education
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology:
Ph.D. or equivalent doctoral degree.
or
3 full years of progressively higher level graduate education leading to such a degree.
or
LL.M., if related.
