You will serve as a TELECOMMUNICATIONS SPECIALIST (CHANGE MANAGEMENT) in the Plans and Joint Basing Communications Office, Plans and Project Management of NAVAL COMP TELCOM AREA WESTPAC.

Duties

You will serve as U.S. Naval Computer and Telecommunications Station (NCTS) Guam Plans and Base Communications Department telecommunications change management agent. You will develop and implement the change management program to assist the command in technology evolution and participate in change processing through both baseline and post baseline design processes. You will plan and coordinate the execution of change management initiatives for cable plant, optical transport network and voice switching equipment. You will lead change management in developing and executing strategic, creative, integrated telecommunications change management plans and adoption of desired changes to minimize resistance. You will identify and anticipate organizational challenges, potential resistance, and develop risk mitigation plans to manage resolution of potential organizational obstacles.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Developing and implementing the Change Management program to assist in technology evolution, and participating in change processing through both baseline and post baseline design processes. Planning and coordinating the execution of change management initiatives for cable plant, optical transport network and voice switching equipment. Assessing the scope of a change initiative and designing telecommunications change management strategies. Coordinating and collaborating with telecommunications subject matter experts to align with telecommunication instructions and policies. Leading change management in developing and executing strategic, creative, integrated telecommunications change management plans and adoption of changes to minimize resistance. Project implementation and overseeing execution of established change management plans. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

Individual Occupational Requirements:

Education
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis
