Duties

You will manage all aspects of NCTS Guam's telecommunications infrastructure, operations, planning, research, development, and implementation of large scale IT network projects. You will direct the activities of the Base Communications Office, which provides official telecommunications services, information assurance, and ship-to-shore and shore-to-shore communication services to commands across the island of Guam. You will plan and implement joint service communications systems management in including coordination of military construction communications support for planned force infrastructure changes in Guam. You will serve as a member of the technical, administrative, and other top advisory boards and providing advice and technical interpretation to the command relating to information technology issues. You will function as the recognized subject matter expert in the management of large-scale telecommunications systems. You will act as regional command, communications, control, and computer systems coordinator for Navy C4 systems in Guam. You will forecast and administer billing and funding requirements for the Department's multi-million dollar budget.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET / SECURE COMPARTIMENTALIZED INFORMATION (SCI) security clearance prior to entrance on duty. Failure to do so may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area SYSTEMS REQUIREMENTS PLANNER level ADVANCED within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: 1. Planning, coordinating, and directing large-scale information technology network projects using project management tools, techniques, and methods, with specific experience in radio frequency communication systems. 2. Implementation and interpretation of data processing and telecommunications principles, equipment, procedures, standards, policies, and practices. 3. Budget development and execution, including government funding types and processes, contract management, and military construction processes.
