Duties

Serve as an analyst representing DLA Energy, utilizing planning and bulk fuel supply chain knowledge to oversee all aspects of bulk fuel inventory accountability. Operate as the central focal point for DLA Energy on matters relating to the review and analysis of the management of Defense Working Capital Fund (DWCF) owned fuel products. Provide, receive, and analyze supplier collaboration intelligence on DLA direct and customer direct bulk fuel. Collaborate routinely with Stock Position Specialists to ensure supply plans are consistent with stock objectives and supply chain data is consistent with strategic plans. Conduct special reviews as required to determine bulk fuel surge capability and industrial capacity for assigned programs through the lens of posture, planning, execution, and capabilities on a worldwide basis. Evaluate DLA Energy USTRANSCOM bulk fuel procurement, quality, technology, and polices to identify areas that indicate a high potential for improvement. Reviews time phased inventory plan (TPIP) planning rules, planning parameters (e.g., lead time, safety stock), and master data changes. Compare requirements to constraints, identifies shortfalls, performs rick assessments, and overall program requirements to develop plans of action and milestones (POAM). Research product intelligence resources (e.g., trade journals, market reports) for information, which may prove to be relevant to the planning process. Interact with directorate managers and supervisors to identify, coordinate, and resolve issues crossing organizational lines.

Qualifications

To qualify for an Inventory Accountability Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time after competitive appointment (TACA), minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Execution of logistics doctrines, policies, practices, and procedures of wholesale and retail bulk fuel supply chain management services. Perform independent analyses and resolution of highly complex issues in various areas of responsibility utilizing comprehensive inventory and supply chain management policies. Planning, scheduling, and conducting studies to identify and recommend ways to improve bulk fuel planning by applying Government procurement regulations and guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
