Duties

The primary purpose of this position GS 13 is to serve as a program analyst responsible for planning and programming actions involving Air Force education, training, and recruiting operations. Serves as a planning and programming subject matter expert (SME) monitoring the use of Air Education and Training Command (AETC) Air Force Program Objective Memorandum (AFPOM) portfolio resources. Incumbent functions as a planning and AFPOM program SME responsible for developing AETC planning and program submissions, and correlating program submissions to near-year financial plan and budget execution. Provides timely information and situational awareness necessary for the AETC Commander and other customers to successfully plan and conduct organizational missions and operations. The primary purpose of this position GS11/GS12 is a developmental position with known promotion potential to the target position Program Analyst, GS-0343-13. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. Duties for GS11-13: Serves as an advisory and consultant on AETC assigned and associated planning and programming efforts. Documents planning and programming decisions/recommendations in appropriate formats to meet DAF and Major Command requirements. Maintains documentation and databases associated with AETC Planning and AFPOM programming issues. Develops and maintains planning and programming network with DAF, AETC staff, and subordinate unit SMEs. Prepares and delivers oral presentations, such as briefings and training sessions, as well as written products; coordinates with other staff functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Qualifications

DUTIES and CONDITIONS of EMPLOYMENT are applicable for GS-11, 12, 13. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series,0343 SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as training systems, education-related programs, force development, technical training, recruiting operations, PPBE, military construction (MILCON), foreign military sales, contingency, or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning and programming actions as related to actual events. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GS 11 GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Expert knowledge of resource management, including data analysis, long-term trend analysis, and use of PPBE specific computer tools and databases. Demonstrated ability to successfully work with diverse personnel groups and have the ability to maintain good working relationships. 4. Demonstrated competency in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to work efforts, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 5. Ability to effectively employ strategic thinking methodologies and problem solving. Demonstrated ability and competency in common office automation systems and software to include Microsoft Office software. Ability to maintain control of classified material.

Education

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): KSAs for GS-11, 12. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of basic principles of the DoD PPBE processes to include Planning and AFPOM processes. Ability to learn and gain intermediate understanding of AETC organization and related missions, priorities, goals, and objectives and the relationship of the various command entities involved in overall Command planning and programming efforts.
  • Ability to learn principles of resource management, including data analysis, long-term trend analysis, and use of PPBE specific computer tools and databases. Ability to successfully work with diverse personnel groups and maintain good working relationships.
  • Competency in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to work efforts, writing clearly and concise products, and delivering written and/or verbal presentations to senior level audiences for decision making purposes. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
  • Ability and competency in common office automation systems and software to include Microsoft Office software.
  • Ability to maintain control of classified material.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
