About the Position: Serve as the Chief, Plans & Operations Division at the Logistics Readiness Center (LRC), West Point, with responsibility to provide support services to military, government civilian, & contractor personnel & coordinating with various directors, special staff elements & tenants at a complex, multi-mission installation.

Duties

Serve as the Chief, Plans and Operations Division at the LRC providing oversight and coordination of the installation's logistics plans and operations program capable of deploying/redeploying soldiers, civilians, and units anywhere in the world. As Division Chief, have overall responsibility for installation logistics automation, development of Army based standards, installation status reports, Performance Management Review metrics and standards, and internal budget and administration. Perform logistics planning for the entire LRC by analyzing mission assignments, establishing program objectives, and developing current and long-range plans to include mobilization and demobilization operations, and/or contingency planning. Coordinate with other functional areas in developing Performance Based Agreements, which identify logistics support function requirements, and in defining manpower/resource requirements Manage Government Credit Card (GPC) controls and Intra-Service Support Agreements (ISSAs). Manage and provide recommendations on Financial Liability Investigation of Property Loss (FLIPLs). Serve as Management Control Coordinator and administer the Logistics Command Review Program, Logistics Awards Programs, Hazardous Materials Management Program and numerous other logistics special programs. Manage and provide oversight of the Division Safety, Security, Environmental, Facility and Anti-Terrorism Program to ensure compliance with established objectives. Participate in entrance and exit interviews and briefings with personnel from higher headquarters, depots, and other agencies on liaison visits or inspections of supply and services activities. Make presentations and participate in conferences with responsible representatives of industry and other government activities. Provide contract oversight, including review, monitoring and evaluation of contractor performance and customer service in the installation supply and services activities. Perform supervisory duties such as planning work to be accomplished by subordinates, directly and through subordinate supervisors, setting priorities and scheduling completion. Perform supervisory duties such as evaluating performance; hearing and resolving employees’ complaints; and identifying developmental and training needs of employees. Advise staff regarding policies, procedures, and directives of higher-level management or headquarters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to obtain and maintain a determination of eligibility for a Secret security clearance (Tier 3) or access for the duration of employment. A background investigation and credit check are required.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • In a "Key" essential position, you must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, you will be required to report to work or remain at work as scheduled to support mission operations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • Appointment to this position is subject to a one year probationary period unless you have previously met the requirements as described in 5 CFR Part 315. While probationary, you can be terminated with limited appeal rights.
  • A one year supervisory probationary period is required to assess your ability to perform supervisory duties unless you have previously met this requirement.
