The primary purpose of this position is to perform Quality Assurance Personnel (QAP) surveillance of contract services in support of the United States Air Force Reserve and the Air National Guard personnel records. Provides management and surveillance of contractor accomplished operations.

Duties

Researches, interprets, analyzes and applies statement of work, laws, policies, regulations, etc. Enforces policies and procedures for accomplishment of all ARPC contract services to include contractor quality assurance evaluations and advisory services. Coordinates, plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Responsible for representing the civilian work force with Air Force HR entities and a variety of functional area organizations (Manpower, EO, AFPC, ARPC/A1M and 460th FSS/FSMC Civilian Personnel Section). Establishes, develops, and maintains effective working relationships with other civilian personnel organizations. Advises on a variety of issues of a sensitive nature that concern hiring policies and procedures and related legal, regulatory, and contractual requirements. Oversees, monitors; and validates all contract expenditures. Monitors and validates all requests for services or materials requiring use of contract funds. Advises Contracting Officer, Contractor, and ARPC Staff of available fund status. Prepares certification of service receipts for contractor payment purposes. Prepares various reports, forms, operating instructions, correspondence, and other quality assurance documents. Monitors and oversees contract services which include Selection Folders, Medical Records, Automated Records Management Systems (ARMS), and Master Field Records. Prepares inspection schedules, surveillance checklist, and documentation to ensure complete audit trail of all inspections. Responsible for objective evaluation and documentation contractor performance by reviewing and verifying customer complaints and by performing random inspections of government facilities in accordance with applicable Quality Assurance Surveillance Plans (QASP).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes performance of procurement practices and contracting methods, regulations, and procedures, and specific knowledge of the contract terminology and methodology; and what constitutes acceptable delays for services to monitor contractor performance and coordinate/recommend corrective action. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of contract Quality Assurance Surveillance Plan (QASP) to oversee and conduct surveillance of contract outputs and to ensure compliance with Statement of Work (SOW). 2. Knowledge of procurement, standards, and methods to conduct random samplings and to ensure compliance to contracting requirements. 3. Knowledge of automated databases associated with contracting functions to recognize, locate, and insert data/information: support records management operations; and produce a variety of documents and reports. 4. Ability to investigate and resolve complaints and disputes involving services. Comprehensive knowledge of and expert skill in applying and/or using flexibilities allowed by an extensive body of military and civilian HR laws, rules, regulations, employment practices, and methods supporting civilian employment and overall organizational development and succession planning. 5. Ability to communicate with a diverse group of people, both orally and in writing. 6. Comprehensive knowledge of Air Force and command organizational structure and its supporting elements and programs, missions, policies, goals and philosophies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
