The FEC Inspector General (IG) carries out and supervises the functions, powers, and duties of the Office of the Inspector General (OIG) as provided in the Inspector General Act of 1978. The IG provides leadership and coordination and recommends policies for activities designed to: Promote economy, efficiency, and effectiveness in the administration of FEC programs, and Detect and prevent waste, fraud, and abuse in FEC programs and operations. This is a Non-Bargaining Unit position.

Duties

As the Inspector General in this position, you will: Lead, direct, and coordinate the OIG operations in a small office with fewer than 10 permanent staff. Conduct and oversee the conduct of OIG investigations, audits, and inspections and evaluations. Manage OIG plans and programs and operational and administrative activities, such as budgeting, contracting, and personnel management. Keep the FEC Commissioners and Congress fully informed about problems and deficiencies relating to program administration and operations, the necessity for corrective actions, and progress in their implementation.

Requirements

  • You must be able to pass a background investigation.
  • Males born after 12/31/1959 must be registered or exempt from Selective Service (see Legal and regulatory guidance below).
  • You may be required to serve a 2 year probationary period.
  • Direct Deposit of Pay is required.
  • You must meet eligibility and qualification requirements within 30 days of the closing date of this announcement.
  • Status candidates must meet time-in-grade/band requirements (52 weeks at the next lower grade).

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. You must have at least one full year of specialized experience. This must include activities such as: (1) administering, auditing, or analyzing an organization's programs to promote and uphold the highest standards of integrity and accountability; (2) managing, organizing, and planning work activities for a program or program area; (3) leading and supervising professional staff, either directly or through subordinate supervisors; (4) working towards improving the economy, efficiency, and effectiveness of an organization's operations; and (5) maintaining open lines of communication with senior management officials on issues or problems requiring corrective actions. This experience must be comparable in scope and responsibility to the 15 level in the Federal service (obtained either in private or public sectors). In addition, you must provide a cover letter describing your experience with the competencies identified below: Accountability: Assures that effective controls are developed and maintained to ensure the integrity of the organization; holds self and others accountable for adhering to rules and meeting responsibilities; can be relied upon to ensure that projects within areas of specific responsibility are completed in a timely manner and within budget; monitors and evaluates plans, focuses on results and measuring attainment of outcomes. Human Resources Management: Assesses current and future staffing needs based on organizational goals and budget realities; using merit principles, ensures staff is appropriately selected, developed, utilized, appraised and rewarded; takes corrective action as needed. Integrity/Honesty: Instills mutual trust and confidence; creates a culture that fosters high standards of ethics; behaves in a fair and ethical manner toward others, and demonstrates a sense of corporate responsibility and commitment to public service. Oral Communication: Makes clear and convincing oral presentations to individuals or groups; listens effectively and clarifies information as needed; facilitates an open exchange of ideas and fosters atmosphere of open communication. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes of operational plans. Writing: Expresses facts and ideas in writing in a clear, convincing and organized manner. We recommend your cover letter include examples that are clear, concise, emphasize your level of responsibilities, and the scope and complexity of the functions, activities, or services you managed; discuss the level of contacts; describe the sensitivity and criticality of the issues you addressed, and explain the results of your actions. We also recommend using the Challenge-Context-Action-Result (CCAR) model to describe your accomplishments. Challenge - Describe a specific problem or goal. Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
