Duties
Leads civilian team as well as matrixed support teams with data-centric, audit remediation project portfolio related to Army Financial Reporting.
Advises and performs as a GFEBS subject matter expert on audit remediation projects and process controls related to financial reporting of reimbursable or intragovernmental transactions.
Advises and performs as a GFEBS subject matter expert on audit remediation projects involving accounting general ledger process controls research and analysis relevant for financial reporting.
Leads briefings and interactions (including clear, concise written communications) across multiple, diverse headquarters-level financial management and reporting stakeholder groups internal and external to Army.
Identifies opportunities, studies and recommends solutions among competing alternatives, and performs and leads process improvement efforts individually and as part of a team.
Leads team in facilitation of communications and exchanges with external financial statement auditors.
Represents at USAFMCOM meetings and conferences, and as required speaks professionally regarding audit execution processes performed Army-wide.

Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Basic Requirement
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as with providing audit remediation solutions benefitting Department of Army (DA) financial statement compilation and reporting, including reconciling transactional data; performing eliminations process controls using General Fund Enterprise Business System (GFEBS) Enterprise Resource Planning (ERP) system; analyzing general ledger accounting details and relationships; and communicating clearly, concisely across multiple stakeholders.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Education
There is no substitution of education for specialized experience at the GS-13 grade level.
