About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). The program mission is to provide confidential, solution-focused counseling services to improve readiness, resilience, and overall quality of life for service members and families worldwide.

Duties

Responsible for all aspects of program management of the Military and Family Life Counseling (MFLC) contract. Analyze assigned programs and establish goals and measures for initiatives that impact all military services and extends into the civilian community. Present DoD positions, influences, negotiates, and secures support and joint solutions for actions in areas of concern. Provide subject matter expertise on non-medical counseling programs for adults, children, and youth. Provide subject matter expertise on contract requirements in the development of contract quality assurance, surveillance, and performance assessment plans. Make decisions or recommendations significantly changing, interpreting, or developing important public policies or programs. Perform a full range of first-level supervisory responsibilities.

Specialized Experience: One year of specialized experience which includes establishing objectives to promote non-medical counseling programs, developing policy advancing non-medical counseling services for service members and their families, conducting analysis of non-medical counseling programs, managing contracts (i.e. creation, execution and analysis) for services of non-medical counseling programs, and performing a full range of first-level supervisory responsibilities, such as assigning work to subordinates, evaluating work performance of subordinates, interviewing candidates for positions and identifying training needs of employee. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Influencing/NegotiatingManaging Human ResourcesPlanning and EvaluatingProject ManagementTechnical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
