About the Position: The Directorate of Plans, Training, Mobilization, and Security serves Soldiers, Sailors, Airmen, Marines, Families, and Department of the Army civilians with an array of services and programs to support joint, interagency, intergovernmental and multi-national training requirements throughout the Army.

Duties

Serve as Directorate of Plans, Training, Mobilization and Security (DPTMS) Contracting Officer Representative (COR) for contracted personal service activities as well as other contracted activities assigned. Ensure contracted services are in compliance with regulations, policy/procedures, mission requirements and statements of work. Utilizing technical expertise serves as Contracting Officer Representative (COR) in the evaluation of the contractor’s performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires irregular work hours to provide coverage on evenings, weekends, holidays, or special situations.
  • The duties of this position require the incumbent must be able to acquire and maintain a valid state driver’s license for operation of government vehicles in the performance of work.
  • May be required to travel to attend various meetings and conferences up to 5% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1) Record the status of contract requests in order to monitor milestones; 2) Analyze contractor deficiencies and inspection reports and 3) Proficient in MS office software such as Word and Excel to create and maintain documents and spreadsheets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Contractual or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
