The primary purpose of this position is to perform as a senior information technology (IT) specialist in independent software test verification and validation functions.
Duties
Performs analysis of complex user requirements and designs test cases to support them.
Develops applications programming/analysis/testing projects.
Troubleshoots and resolves complex application problems.
Develops software system test documentation in support for acquisition of IT assets. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A)

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience is defined as performing system analysis and software testing; preparing recommendations and/or designing changes to development and/or maintain system software and hardware; identifying inputs and outputs, data structure, module interface plans, and detailing layout of files and test plans.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT systems and analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT securities methods and principles. The knowledge to evaluate the feasibility of proposed new systems and application software project,; and to design, Mite, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the testing environment.
Knowledge of IT system application software an. systems development life cycles, including systems documentation, systems requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, design methodologies, data administration system integration, and testing.
Knowledge of IT management information systems and applications software technology to isolate causes of problems between hard are, systems, and applications software programs and 10 measure system performance and/or extend operating system capabilities to support organizational business process and operations.
Knowledge of management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
Ability to maintain an up-to-date awareness of technological advances and predict bow management can meet future requirements. Gather facts and use analytical and eyaluative methods to assess requirements. Analyze organizational application software requirements, develop supportable recommendations for enhancement, to design and develop processes, debug, test and maintain applications.
Ability to communicate effectively and clearly, both orally and in writing. Maintain cooperative/productive working relationships. Maintain positive/effective interaction with personnel and customers.
WORK ENVIRONMENT: Work is performed in a typical office setting with adequate lighting, heating, and ventilation. Maybe visits to various other buildings or offices to support projects. The work environment involves everyday risks or discomforts that require normal safety precautions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
