You will serve as an IT SPECIALIST (INFOSEC) within NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will serve as an Alternate Communications Security (COMSEC) Account Manager (ACAM) and Key Management Infrastructure (KMI) Operational Administrative Manager (KOAM), assisting the COMSEC Branch Chief.
You will operate the Key Management Infrastructure (KMI) system, which includes system operation of the Management Client Host (MGC), Advanced Key Processor (AKP), High Assurance Internet Protocol Encryptor (HAIPE) device and other system components.
You will assist in carrying out all actions associated with the receipt, handling, issuing, safeguarding, accounting and disposition of all COMSEC material assigned to a COMSEC account.
You will ensure that LE’s properly inventory and destroy COMSEC material issued to them through periodic documented spot checks.
You will assist in monitoring and maintaining the Command’s COMSEC material allowance, which involves the proper storage and adequate physical security of the COMSEC material held by the account.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Utilizing knowledge of Navy Communications Security (COMSEC), Key Management Infrastructure (KMI) and Controlled Cryptographic Items (CCI) concepts, principles and practices.
2) Applying knowledge of Navy, DOD and National COMSEC policies, directives, and regulations concerning provisioning, security and use of COMSEC services.
3) Managing and operating the Key Management Infrastructure (KMI) system, which includes system configuration and operation of the Management Client Host (MGC), Advanced Key Processor (AKP), High Assurance Internet Protocol Encryptor (HAIPE) device and other system components.
For GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Issuing COMSEC material to authorized personnel verifying that the recipients are COMSEC qualified, have executed a SD-572 form and are authorized to hold COMSEC material.
2) Maintaining records and files as required by the CMS 1 (Series); and ensures prompt and accurate preparation, signature, and submission of account correspondence, message, and accounting reports.
3) Ensuring proper physical security measures are maintained when COMSEC material is transported, packaged and shipped.

Education
For GS-11
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
