This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management. The primary purpose of this position is providing cloud based identification services to DHS screening, enrollment, identity vetting operations, and analysis services for other federal agencies supporting the law enforcement and national security missions. Non-BU: This is a non-bargaining unit position.

Duties

As a Biometric System Program Specialist, GS-0301-9/11/12, your typical work assignments may include: Assists in the creation, dissemination, execution, and maintenance of a Program Data Quality Plan and Program Data Management Plan. Utilizes standard operating procedures in the execution of daily data change requests. Provides advice and guidance to leadership regarding the current DHS Automated Biometric Identification (IDENT) functionality, service offerings, data filtering, data structures, pending and resolved issues, and future efforts to increase the accuracy, efficiency and usability of both IDENT System and the Homeland Advanced Recognition Technology (HART) system. Operates, maintains, sustains, and enhances IDENT and HART systems. Analyzes and evaluates identity data accumulated during operation of the IDENT and HART for the purpose of monitoring and improving data quality to increase accuracy of data. Qualifications

GS-9 Level: You may qualify at this grade level by meeting one (1) of the following below: Specialized Experience: You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-7) or public or private sector equivalent. For this position, specialized experience is defined as: Assisting in the design and/or development of information system technologies. Document findings and recommendations regarding data integrity issues and process improvements, contributing to the creation and maintenance of analytical presentations and reports. Support senior staff in analyzing and reporting on root cause analysis projects, aiding in the identification of non-compliant data and programming errors. Proper customer service and communication skills to manage and facilitate requests between organizations or stakeholders. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. -OR- Substitution of Education for Experience: You may substitute education for experience at this grade level by possessing one of following: Master's or equivalent graduate degree 2 full years of progressively higher-level graduate education leading to such a degree LL.B. or J.D., if related -OR- 3. Combination of Education and Experience: You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 18 graduate level credits). NOTE: Only graduate education in excess of the amount required for the next lower grade level (beyond first year of graduate education) may be used to qualify for the next grade level. You must submit a copy of your transcripts for review. GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below: Specialized Experience: You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-9) or public or private sector equivalent. For this position, specialized experience is defined as: Assist in the facilitation, enhancement, and operation of information systems, demonstrating proficiency in their functionalities and technical aspects. Support organizations or stakeholder portfolios by providing customer management, subject matter support, and identifying solutions to meet mission requirements. Conduct comprehensive analysis of identity data from information systems, ensuring data quality through analytics, report generation, and formulation of corrective recommendations. Assist in the creation and maintenance of program data quality plans and management plans, recommending improvements based on analyzed data and best practices. Apply standard operating procedures to daily tasks, resolving discrepancies, seeking approvals, and continually improving processes for accuracy and efficiency. Substitution of Education for Experience: You may substitute education for experience at this grade level by possessing one of following: Ph.D. or equivalent doctoral degree 3 full years of progressively higher-level graduate education leading to such a degree LL.M., if related -OR- 3. Combination of Education and Experience: You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits). NOTE: Only graduate education in excess of the amount required for the next lower grade level (beyond two years of graduate education) may be used to qualify for the next grade level. You must submit a copy of your transcripts for review. GS-12 Level: Specialized Experience: To qualify for the GS-12 level, you must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service, or private sector equivalent. For this position, specialized experience is defined as: Facilitate activities related to the enhancement, operation, and maintenance of the information systems, assisting the primary liaison for accuracy management and providing subject matter expertise in biometric identity management technologies. Provide strategic advice and guidance to leadership on current system functionality, data structures, and future efforts to enhance accuracy, efficiency, and usability of biometric systems. Conduct comprehensive analysis and evaluation of identity data accumulated in information systems, monitor and improve data quality through analytics, and formulate procedural recommendations to enhance accuracy and dissemination of identity information. Coordinate the implementation of approved recommendations to address identified data issues, serve as a specialist for root-cause analysis projects, and assist in developing and implementing data quality policies and standards. Assist in the creation and maintenance of Data Quality and Performance Plans, providing recommendations for documentation improvements and coordinating consensus and approval for changes.
