Duties
This Supervisory Program Specialist position is located in the Mission Support Division, Training & Development (T&D), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Establishes organizational performance metrics in accordance with TSA's and T&D Office's mission, vision, goals, and strategic objectives. Reports and assesses compliance with strategic objectives and program performance metrics to the DAA, AA recommending areas for improvement. Implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices.
Oversees and integrates planning efforts to accomplish various phases of project requirements concurrently or sequentially in accordance with TSAs and T&D's strategic plan. Defines objectives, develops new, innovative approaches, provides oversight and communicates roles and expectations to subordinate staff.
Exercises broad management and supervisory responsibilities in the evaluation, design, and development of career development, performance management, incentive awards, employee retention, pay and leave administration, training management, disciplinary actions, and employee relations.
Manages a comprehensive acquisitions strategy program to include developing, executing, and managing contracts including contractor performance. Continually assesses the effectiveness of acquisitions strategies, operations, and process and provides recommendations to the DAA, AA, and management regarding acquisitions issues, policies, procedures, and programs.
Coordinates the review and preparation of correspondence internally as well as externally to TSA senior executive management, DHS, members of Congress, the general public, Program Office stakeholders, and employees regarding MSD Office programs.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Applying acquisition and contracting rules and regulations related to program oversight and contractor performance; AND
Proposing solutions or recommendations to leadership in order to resolve critical programmatic issues to reduce significant bottlenecks and barriers to production, promote team building, or improve business practices; AND
Leading and implementing department-wide communications and strategic planning projects and policies; AND
Working with acquisition program and contract management organizations to conduct assessments, formulate finding, and to identify areas needing revised guidelines or policy improvement.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
