Duties
This Executive Advisor position is located Operations Support (OS) Requirements and Capabilities Analysis (RCA), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as liaison for the Assistant Administrator and Deputy Assistant Administrator (AA/DAA) with counterparts within Transportation Security Administration (TSA), Department of Homeland Security (DHS), and intergovernmental committees and working groups.
Oversees and integrates planning activities to accomplish various phases of short- and long-term projects that often cross disciplinary lines. Independently defining objectives and timelines, developing new or innovative approaches, and effectively communicating roles, expectations, and requirement.
Researches highly complex program and policy areas, and exercises primary responsibility for developing goals, analytical framework and appropriate methodologies to plan, implement and evaluate studies and projects.
Monitors legislative activities and tracks changes to DHS policy; assesses potential impact on key TSA strategic programs, and coordinating with representatives from the Office of Legislative Affairs to respond to inquiries from congress, other Federal agencies and outside organizations within the assigned area of responsibility.
Analyzes and interprets policies, procedures, and precedents, and develops a range of proposed policy changes and alternatives for consideration of the AA/DAA that address highly complex issues.
Qualifications
In order to be qualified at the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:
Providing recommendations to management on developing and revising policies and procedures for operations throughout the agency/department; and
Establishing individual and organizational performance measures that ensures continuous improvement; and
Analyzing programs which involves or impacts organizational issues and operations.
Creating and Presenting presentations to senior leadership that identify highly complex issues.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
