Duties
This Supervisory Program Specialist position is located Enterprise Support, Acquisition Program Management, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Establish and implement organizational performance metrics in accordance with TSA's and Program Office's mission, vision, goals, and strategic objectives. Reports and assesses compliance with strategic objectives and program performance metrics to the AA/DAA recommending areas for improvement.
Exercise broad management responsibilities in the evaluation, design, and development of office human capital functions in such areas as position classification, recruiting and staffing, career development, performance management, incentive awards, employee retention, pay and leave administration, training management and employee relations.
Manage and provides expert advice and guidance on a wide-ranging financial management program to include budget formulation, presentation, and execution functions; travel management; and government purchase card program.
Oversee a comprehensive acquisition strategy program to include developing, executing, and managing contracts, including contractor performance. Assessing the effectiveness of acquisitions strategies, operations, and processes and providing recommendations to the AA and management regarding acquisition issues, policies, procedures, and programs.
Coordinate the review and preparation of correspondence internally as well as externally to TSA senior executive management, DHS, members of Congress, the general public, Program Office stakeholders, and employees regarding Program Office programs.
Exercise a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff.
Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.
Note: The duties are at the full SV-K performance level.
Qualifications
To qualify at the SV-K (GS-15) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following:
Experience applying administrative policies and procedures to manage administrative or program activities related to human capital, budget management, acquisition services and performance metrics; and
Experience providing advisory services and recommendations to leadership regarding acquisition issues, policies, procedures, and programs; and
Experience serving in a leadership role, assigning work, setting priorities and employee performance standards reviewing and evaluating work and performance of subordinates, coaching and developing employees, approving leave, and recommending and/or approving disciplinary actions.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
