This position is located in the Department of Homeland Security (DHS), Management Directorate, Office of the Chief Information Officer (OCIO).
OCIO is responsible for matters relating to information and DHS information environment includes customer experience, network operations, information systems, information assurance, cybersecurity, and communications. OCIO is responsible for Information Technology policy, risk management, and oversight.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Program Specialist, GS-0301-15, your typical work assignments may include:
Serves as a senior manager supporting the administrative activities and program such as executive communications, Human Capital, facilities, and cross-component collaboration.
Develops and designs communication products in response to various communication needs, which could include high-level briefings, many being highly subjective and not readily suspectable to verifications; web updates, information updates, fact sheets, promotional materials, messages to the workforce, talking points, speeches, presentations, correspondence, testimony, publications/articles, and other materials to support organizational priorities and activities.
Coordinates with the appropriate staff to ensure accuracy and timeliness of all inputs and written products submitted in response to numerous requests for information from the GAO, OMB, OPM, OIG, Congress, USM, and other high-level officials.
Manages initiatives, engagement, and business operations of considerable scope and complexity concerning OCIO operations.
Plans, organizes, and oversees the activities of an OCIO division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
- Planning, evaluating, and organizing work (e.g. setting priorities, determining resource requirements, developing strategic short and long-term goals, collaborating across a wide variety of internal and external organizations, etc.) AND
- Providing leadership and direction to a team (e.g. assessing training needs, overseeing projects or assignments, devising new work methods, evaluating employee performance, etc.) AND
- Writing, editing, and preparing final correspondence, briefing materials, and other documents for a wide-variety of policy and/or mission-related topics, AND
- Collaborating and communicating with multiple audience types across all levels of the organization (e.g. senior management officials, staff, etc.) on special projects, taskings, and/or administrative matters.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
